 Green Customs

Green Customs initiative adopted by Federal customs Authority reinforces the capabilities of Customs Administrations and related entities to discover and counter the illegitimate trade of goods that are harmful to the environment, in accordance to environmental agreements.

The initiative aims to help such as Ministries and federal and local government entities, chambers of commerce, merchants, importers and private sectors to facilitate trade.

The initiative represents a unique form of cooperation and coordination between FCA, Customs Administrations, and governmental entities concerned with UAE environment, and engorge international cooperation between FCA and the international organizations.

International related organization in green customs initiatives includes the secretariats of the following organizations: World Customs Organization (WCO), Interpol, convention on international Trade in Endangered Species of Wild Fauna and Flora (CITS), Stockholm Convention, Montreal Protocol.

Green Initiative provides an integrated approach to provides awareness to the employees of customs administrations, and training institutions and authorities to help in identifying products related to environmental importance.

Aims of the Green Custom Initiative
It can be summarized in the following points:

  • Increasing awareness for local customs administration on the importance and contents of Green Customs.
  • Creating a group of trainers on Green Initiative in each customs administration to establish training on the national level.
  • Coordination between the FCA and related entites including: environmental agencies, customs administrations, chambers of commerce, and private sector.
  • Enhancing the provincial and bilateral coordination in the international level between the UAE and organizations, institutions, and customs administrations.
  • Supporting local customs administrations, relevant government entities and authorities inside the UAE.
  • Increasing the public's awareness of Green Customs through the media.

The FCA’s action plan concerning Green Customs supports the FCA’s
strategic plan, of 2014-2016, and includes a package of procedures and recommendations which are:
   

  • Listing chemical weapons and their importers by the relevant authorities, respectively, and restricting its import to the authorized authorities only.
  • importers shall be obliged to attach products manuals of chemical substances or what is known as the Material safety data sheet which includes,  the scientific and commercial name of the product, the formula of the effective substances, its excessive usage effects, directions of proper use, ways of waste disposal, precautions of dealing with fire, storage methoods and the materials that shall be avoided to store.
  • Creating national data base of the chemical substances, enhancing and updating it according to the international Global developments.
  • Coordinating with international investment companies inside the country to abide by rules and local regulations related to chemical substances, their management, their import procedures and abiding by the legislations and laws of their origin countries in this field in addition to the laws and legislation of international agreements.
  • Creating a special expert team to counter fires and accidents of chemical substances within the organization of civil protection, and to increase their number of employees and training their personnel, on the usage of equipment’s, precautionary tools and so on.
  • Adopting a curriculum about chemical substances and handling them in security and military academies to graduate officers who gain a knowledgeable background of these substances and their risks that will become the core of there special formations to face fire and accidents of chemical substances.
  • Forming permanent consulting scientific committees of specialists and those who are interested in chemical substances and their risks from security, research and educational institutions. These committees will be concerned with conduction studies, proposing solutions, providing scientific consultancy to deal with chemical substances and participating in drawing emergency plans when encountering risks and accidents.
  • Spreading awareness through visual, auditory, written media, the internet, publishing pamphlet and brochures among relevant authorities of chemical substances which to be censored, imported, manufactured, promoted or consumed by the society. Information will includes these products risks and the effect of their excess and improper use by individuals or families.
  • Activating local and current systems and laws and constituting what shall develop it to impose the deterrent sanctions without importing these substances except from the authorized authorities.
  • To encourage creating licenses regarding the treatment of, recycling of, and disposal of chemical wastes for environmental canopies according to international audited scientific standards.
  • Ensuring individuals, institution and chemical substance companies, import, export, producers, promoters or consumers, to qualify all their personnel through specialized training on chemical substances and their risks.
